Again, to provide incentives that will make Akuku-Toru attract to investors and to enhance the security, environment, quality of life and the economic vitality of Akuku-Toru.

It was created out from Degema Local Government Area with administrative headquarters in the town of Abonnema (once a seaport).

This local government area constitutes many fishing settlements and seven major communities which include Abonnema, Kula, Idama, Abissa,Obonoma, Soku and Elem-Sangama.
