Akuku Toru Local Government Area is among the local council areas created in 1991 during the regime of General Ibrahim Badamosi Babangida with the primary objective of promoting the values within the communities. Again, to provide incentives that will make Akuku-Toru attract to investors and to enhance the security, environment, quality of life and the economic vitality of Akuku-Toru.

It was created out from Degema Local Government Area with administrative headquarters in the town of Abonnema (once a seaport).

This local government area constitutes many fishing settlements and seven major communities which include Abonnema, Kula, Idama, Abissa,Obonoma, Soku and Elem-Sangama.
